position as would justify paying in money or in money's worth
over $2,000,000 for land to be locked up in a Public Park,
and it would be therefore forced to recoup itself by selling
the land for building purposes.

But I venture to hope that the proposal
to value the Park as building land will be abandoned. If it
were so valued the position would be that whereas that portion
of the Military Reserves at Kowloon which has been built upon
by the War Department by erecting the Barracks at Gun Club
Hill has by direction been valued at $284, the Colony is asked
to pay over $2,000,000 for the portion of the Reserves which
it is proposed not to use for building purposes but to devote
to a Public Park that will benefit the Garrison at Kowloon
more than any other section of the Community.
Such an arrangement would be so one-sided
that I have no hesitation in saying it would cause intense
irritation among the Community of this Colony.
